Yes it is a stainless steel rod. It can but if it wants to jump out of the water on you just shift your body weight forward to keep it down.

Yea I did the same thing too, got a piece of angle iron drilled a hole in the stock location, and then 3/4" more up and 3/4" more down

Rubber bushing? Mine didn't have one. Don't know why you would want a rubber bushing. If you want more UP trim, the cable mounting hole has to move back.
